The government is in charge of operating the most diverse nation in the world while trying to take the best interests of as many people as possible. Controversy is unavoidable in a country with diversity among races, ethnicities, and political feelings. Public policy is not exempt from controversial legislation. Chapters 10 and 13 thoroughly discuss the issues of legal and social equality as well as policy relating to private morality. The formation of public policy relating to private morality and social equality is highly controversial because there are targeted groups that will benefit and non targeted groups that will be ignored by the policy; however a policy like affirmative action affects both targeted and non-targeted groups.†¦show more content†¦Political parties are largely aligned with the two sides with liberals siding with the targeted group and conservatives siding with the non targeted faction. Other agents in policy regarding affirmative action are civil rights organizations and labor unions. Impact evaluation from the targeted group would say that affirmative action is bringing social equality to their specific groups; whereas the non targeted group’s impact and cost-benefit evaluations would deem this policy ineffective and counterproductive towards true social equality. The American people have a basic right to freedom as implied in the Bill of Rights; however public policy regarding private morality is still deemed necessary for and by the public and its government. Chapter 13 addresses policy relating to morality and how that policy is created as well as carried out. The agents and actors for morality policy are largely the same as social equality. There is going to be a targeted group and a non-targeted group; however the policy is still going to affect everyone. One of the topics addressed in this chapter is the first amendment with regards to free speech and at what point has free speech crossed a moral line.
